Test a bid against the usual works pre-qualification criteria: similar completed works updated to the bid date, average annual turnover and available bid capacity, with a pass or fail for each.

Works Manual 2025: 30%. Many NITs ask for more: use your NIT's figure

Bidding capacity = A × M × N − B

Works Manual 2025: usually 1.5. Use your NIT's figure

How it is calculated

Updated value of a past work = value × (1 + r × years from completion to bid opening), r = 7% a year simple
Similar works: 3 works each ≥ 40% of estimated cost, or 2 works each ≥ 50%, or 1 work ≥ 80%
Average annual turnover = (year 1 + year 2 + year 3) ÷ 3 ≥ 30% of estimated cost
Available bid capacity = A × M × N − B ≥ estimated cost
  • Similar works: the bidder should have completed, or substantially completed, similar works during the last seven years ending on the last day of the month before the one in which applications are invited: three works each costing at least 40% of the estimated cost, two at 50%, or one at 80%. For joint venture or sub-contract work only the bidder's share counts. Source: Manual for Procurement of Works, Second Edition 2025, para 3.9.1(4)(b) (Department of Expenditure).
  • Updating to current cost: the value of work executed is brought to current costing level by enhancing it at a simple rate of 7% a year, from the date of completion to the date of bid opening (same para). The calculator counts years as days ÷ 365.
  • Turnover: average annual financial turnover during the last three years ending 31 March of the previous financial year should be at least 30% of the estimated cost (para 3.9.1(4)(c)). The percentage is an input because many NITs ask for more.
  • Bid capacity: A × M × N − B, where A is the highest value of engineering works executed in any one year during the last five years (updated to current prices, completed and in progress), M is the multiplier (usually 1.5 in the manual), N is the completion period in years, and B is the updated value of existing commitments and ongoing works to be completed in the next N years (para 3.9.1(4)(f)). Your NIT may set another M; use the multiplier in your NIT.

Worked example

Illustrative numbers. The estimated cost is ₹5,00,00,000 and bids open on 30 November 2026. ABC Infra Private Limited has three similar works: ₹2,20,00,000 completed on 31 March 2023, ₹1,80,00,000 on 30 September 2024 and ₹1,90,00,000 on 31 December 2025. Updated at 7% a year they become ₹2,76,53,699, ₹2,07,30,575 and ₹2,02,17,041. All three now exceed 40% of the estimated cost (₹2,00,00,000), so the firm passes the three-work option, though the ₹1,80,00,000 work would have failed before updating.

Turnover of ₹3.2 crore, ₹2.8 crore and ₹2.5 crore averages ₹2,83,33,333, above the ₹1,50,00,000 needed at 30%. With A = ₹4 crore, M = 2, N = 1.5 years and B = ₹4.5 crore, bid capacity is ₹7.5 crore, above the estimated cost. The firm is eligible on all three tests.

When the rule differs

The DoE manual's criteria are illustrative and organisations may modify them for specialised work. CPWD, state PWDs, railways, NHAI and PSUs publish their own percentages (some use 2 × 60%), look-back periods, turnover tests and multipliers, and define "similar work" in the NIT. Some count only works for government or listed companies, and some need certificates issued within a set period. Check your tender clause, and have the reviewer confirm each certificate against it.

Common questions

What is the 40%, 50%, 80% rule for similar works?

The bidder should have completed three similar works each costing at least 40% of the estimated cost, or two at 50%, or one at 80%, during the last seven years. This is the DoE Works Manual 2025 pattern; some NITs use 60% for the two-work option.

How are old works brought to current value?

The Works Manual 2025 enhances the actual value of work at a simple rate of 7% a year from the date of completion to the date of bid opening. A ₹1 crore work completed two years before bid opening counts as ₹1.14 crore.

What turnover is needed for a works tender?

The Works Manual 2025 asks for average annual financial turnover over the last three years of at least 30% of the estimated cost. Many NITs set a higher figure, so use the percentage in your tender.

How is bidding capacity calculated?

Available bid capacity = A × M × N − B: A is the highest annual value of works executed in the last five years, M the multiplier (usually 1.5 in the manual, often 2 in CPWD NITs), N the completion period in years and B the existing commitments due in the next N years.

Does work done as a sub-contractor or JV partner count?

Only the bidder's share by value counts for contracts executed as a joint venture member or sub-contractor, under the Works Manual 2025. The NIT may add its own conditions on certificates.
